After the SAF Governing Council held at UNESCO Headquarters in Paris, March 2006, Dr. Rita Thapa Chairperson of the South Asia Foundation Nepal proposed the establishment of the Madanjeet Singh Institute of Training for Community Midwives. It will be a centre of excellence for research, education and training and will be affiliated with the Kathmandu University. The institute will feed into the cardinal SAF objective of promoting regional cooperation and peace through education and mutual understanding among the young people of South Asia. As the leading regional Institute of its kind, it will undertake teaching and the imparting of skills on the subject and also invite students from South Asian countries in coordination with the various chapters of the SAF. In our part of the world, most perinatal events, i.e. deaths and disabled babies, occur before or during delivery and the first week of life. This is due to the lack of maternal and post natal care. Hence, the need for Skilled Birth Attendants (SBA) at birth who have the potential to be able to save two lives at once.

The criteria used in the implementation of the 50 Madanjeet Singh scholarships should attract eighty percent of women from the disadvantaged groups (Dalit, Janajati).
It will include academic, social, geographical and poverty factors. These criteria will be used in selecting further candidates.
