Inaugurated by the President of Sri Lanka, Chandrika Bandaranaike Kumaratunga, the Second SAF General Conference was held in Colombo on 18th February 2003.

It began with a pre-recorded video message from UNESCO Director-General Koïchiro Matsuura.
