The energy and enthusiasm of the youth in South Asia rooted in technology and culture should be channeled towards building a strong South Asia based on peace, tolerance and unity, through promotion of education and sustainable development. The scholarship certificates allocated to the Open University of Sri Lanka were handed over to the first batch of 120 needy young students on 14th September 2004, at the Bandaranaike Memorial International Conference Hall. The selections ensured gender balance and a wide geographic distribution from all parts of Sri Lanka, including students from the thirteen underprivileged districts. They were enrolled for the Certificate in Pre-school Education, the Advanced Certificate in Pre-school Education and the Postgraduate Diploma in Education.

The SAF Madanjeet Singh scholarship award ceremony in Colombo was conducted by Lakshman Kadirgamar (Foreign Minister of Sri Lanka and Chairperson of SAF Sri Lanka Chapter), after the Deputy Minister of Higher Education, Dinesh Gunawadene, inaugurated the event by igniting the traditional oil lamp. The vice-chancellor of the Open University of Sri Lanka, Uma Coomaraswamy, said that the scholarships had given a tremendous boost to the rural, marginalized students who otherwise could not access the University due to their inability to pay fees for courses.
 Vice-Chancellor of Open University of Sri Lanka, Uma Coomaraswamy, handed over part of the 1,000 scholarship certificates for Sri Lanka to the first batch of needy and socially these disadvantaged students on 14th September 2004, at the Bandaranaike Memorial International Conference Hall, Colombo.

In 2005, the numbers of selected awardees increased to 197 indifferent programmes: Diploma in Technology, 3 year programme; Diploma in Industrial Studies, 3 year programme; Certificate in Industrial Studies,one year programme; Certificate in Entrepreneurship, one year programme and Advanced Certificate in Pre-School Education, one year programme.Speech by Hon. 10 scholarships were awarded for children of SOS Villages in Sri Lanka in 2005. 
Students from VTC Anuradhapura. On the recommendation of the Sri Lanka Chairperson, Hon. Lakshman Kadirgamar, in 2001, the SAF funded the "Ma-Sevana teenage mothers project" undertaken by the Sarvodaya Suwasetha Sewa Society. This project is designed to house and rehabilitate abandoned teenage mothers who have fallen victim to rape or others forms of sexual abuse.
